Environmental Management Assistance Program

Our EMAP team offers free, one-on-one, confidential assistance to help small business owners understand and comply with the environmental rules and regulations specific to their business.

The IRS Retirement Plans Navigator

The Internal Revenue Service has created a new web-based tool, the “Retirement Plans Navigator,” to help small business owners.

Department of Labor & Industry

L&I provides Pennsylvania employers with general information regarding their rights and duties under the state’s workers’ compensation program.

Drug Free Workplace
This site is a small business resource for creating a Drug Free Workplace. It contains a sample policy for you for you to use as a guide and a create-a-policy program which allows you to customize a policy specifically for your business. You will find elements of a comprehensive drug-free policy and numerous resources available to you and your business.


All Safe Mart
All Safe Mart was designed by the Human Capital Program to promote the use of safety and health programs for small businesses. The site is designed for managers and employees and has information on general safety, ergonomic guidelines, workplace hazards and violence information. Courses offered cover the retail grocery/convenience store and landscaping businesses. The site will soon be updated to include emergency preparedness planning.


Pennsylvania Workforce Development
PWD provides and oversees workforce development services throughout Pennsylvania. Visit their site to view and download posters and other publications, and register as an employer on CareerLink.


Pennsylvania Insurance Department - Worker's Compensation Division
This agency encourages and assists in providing safe workplaces for Pennsylvanians. Its Security Fund serves as a guaranty fund to provide claim payments for those workers entitled to Pennsylvania workers' compensation benefits.


Ready Business
Provided by the Department of Homeland Security, Ready Business outlines commonsense measures business owners and managers can take to start getting ready. It provides practical steps and easy-to-use templates to help you plan for your company's future. It also provides useful links to resources providing more detailed business continuity and disaster preparedness information.


Society for Human Resource Management
The Society for Human Resource Management (SHRM) is the world's largest association devoted to human resource management. Representing more than 210,000 individual members, the Society's mission is to serve the needs of HR professionals by providing the most essential and comprehensive resources available. SHRM.org is a premier HR internet site with customizable features, advanced search engine, daily news updates, online bulletin board, HR job openings, online surveys on HR topics, search agents and more.


Business and Legal Reports for Human Resources
HR.BLR.com provides the advice and answers you need to complete your human resources tasks faster and easier. The site offers a Human Resources Library, HR Daily News, Time Savers and a HR Community.


Occupational Health and Safety Administration
OSHA offers many resources designed specifically for smaller employers. The agency wants to encourage all businesses to establish safety and health programs and find and fix hazards to prevent workplace injuries and illnesses.


Business.gov: Hiring Employees and Contractors
This website offers a detailed list of specific employment laws and general requirements for managing personnel, including Ten Steps to Hiring Your First Employee.


U.S. Department of Labor
The Wage and Hour Division (WHD) of the U.S. Department of Labor is responsible for administering and enforcing some of our nation’s most comprehensive labor laws, including: the minimum wage, overtime, and child labor provisions of the Fair Labor Standards Act (FLSA). This page also offers resources for recordkeeping requirements, FMLA questions, and other regulatory issues of compliance. You can also receive online assistance with laws here.
